Proposals from FAA Aviation Rulemaking Committee: are they safety based?

I have read some “rumored” proposed rule changes from the FAA committee, purported to be put together for raising safety standards. One in particular stuck out; allowing pilots to fly 9 hours a day instead of the current 8.

FAA mandates change to Airbus 330 and 340 pitot tube systems

The FAA has directed US Airlines to replace the Thales pitot tube systems with Goodrich units by January. A Federal Register notice is due for release today. Their European counter part the EASA already had recommended the change. These changes are due to the accident of Air France 447 in which ACARS codes were sent [...]
